36. In the management and administration of estates and cottage areas, to press forward with measures designed to improve the integration of the residents into the general community.

37. To continue to press for the enlargement of the Council's scope and its representation on various other public bodies.
City Hall
General
32. So far as it is possible to do so, to continue to improve the existing facilities provided.
Library
33. To promote the provision of an adequate library service through:
(a) the establishment of a branch library in Kowloon;
(b) the development of the various libraries now operated by the Social Welfare Department into further branch libraries of the City Hall general library service.
(c) to press for the development of library services to serve densely populated areas even after taking over the limited number of small libraries now operated by the Social Welfare Department.
Museum and Art Gallery
34. To continue the development of the Museum and Art Gallery and to plan in detail their future expansion.
Resettlement
35. To resettle persons as rapidly as possible, and in so doing to note the policy and priorities laid down in the White Paper entitled "Review of Policies for Squatter Control, Resettlement and Government Low-Cost Housing, 1964".
