The Minutes of the meeting of the Council held on 1st September, 1964 were confirmed.
PAPERS.
THE CHAIRMAN laid upon the table the following papers:
(1) Report on the work of the Urban Council and Urban Services Department for the month of September 1964.
(2) Communication from the Chairman on Slum Clearance Policy. (Arising out of a question by Mr. H. CHEONG-LEEN at the meeting held on 7th July, 1964). (See Appendix 1).
QUESTIONS.
(1) MR. B. A. BERNACCHI asked the following question:--
(a) Are the examinations of the Board of the Royal Society of Health usually held once or twice a year?
(b) Is it correct that there will not be another examination until 1967?
(c) With the shortage of Health Inspectors in Hong Kong, if this is correct, would the Chairman do all in his power to induce the Board to hold an examination next year?
THE DEPUTY DIRECTOR OF MEDICAL AND HEALTH SERVICES replied as follows:
In reply to the first part of the question, I should perhaps mention that these examinations include those for the Health Visitor's Certificate and the Tropical Hygiene Certificate as well as those for the Public Health Inspector's Certificate. All the examinations are normally held on completion of the respective training courses, regarding the examinations for Health Inspectors, these are not arranged at any fixed intervals but, on average, they have been held at least once a year between 1946 and the end of 1963, during which period 19 examinations have taken place (299 candidates being successful out of a total of 432 sitting).
I might mention here that of the 432 sitting, 106 were re-sits so the total number of candidates was 326.
As regards the second part of the question, it is not correct that there will not be another examination for Health Inspectors until 1967. The next examination will be held in 1966 when the first group of 20 Student Health Inspectors recruited last year will have completed their three years' training course. Thereafter, if this intake of students continues on an annual basis, the examination will be held each year, or possibly more frequently should there be sufficient failures to justify additional examinations for candidates wishing to re-sit.
The approved establishment of Health Inspectors is 251, but the actual strength now stands at 240, a deficiency of less than 5%. However, twenty new posts of Student Health Inspector have been approved for the current financial year and appointments are proceeding.
As the training course now occupies three years it will be appreciated that the absence of examinations between now and 1966 is inevitable.
MR. BERNACCHI:-As a supplementary, can candidates who have failed, re-sit the examination in 1966?
DEPUTY DIRECTOR OF MEDICAL AND HEALTH SERVICES: Certainly, Sir.
MR. BERNACCHI:-As a second supplementary, is anything being done to give these candidates, who want to sit or re-sit, a refresher course for the examination?
DEPUTY DIRECTOR OF MEDICAL AND HEALTH SERVICES:-Nothing is being done about this at the moment. As far as I know, they have not requested it.
MR. BERNACCHI:-If a sufficient number of requests was received, would you consider it?
DEPUTY DIRECTOR OF MEDICAL AND HEALTH SERVICES:-Yes, Sir.
