MR. LI YIU-BOR asked the following question:

I have been given to understand that the hawker bazaar built by the Yuen Ling Kai-fong Association, Diamond Hill, is now so overcrowded that the hawker stalls there cause serious obstruction to the main road in the area.

Will the Chairman inform this Council what steps can be taken to stop the obstruction?

THE CHAIRMAN replied as follows:-

This small hawker bazaar is situated some distance from the main road and is approached by narrow footpaths. It does not appear to be unduly overcrowded and I doubt whether conditions in it have a direct bearing on conditions along the main road.

The main road, which I should stress is only about 10 feet wide in places, is partly obstructed by pedlar hawkers. I hope that it will be possible to re-arrange them in such a way as to facilitate pedestrian and vehicular traffic. The matter is being looked into.

CHAIRMAN:-Before we adjourn, there is one further matter. This is the last meeting at which we will have the pleasure of the company of the Honourable F. S. Li as a Member of the Council.

Mr. Li was appointed on 1st April, 1960. Since then he has served on a number of Select Committees, besides being Chairman of the Food and Food Premises Select Committee over the past two years. He has earned considerable respect and liking for his ready help, his ability, and his sound judgment. Members will wish me to express our warm thanks to Mr. Li for his services and our best wishes to his wife and himself for the future. (Applause).

As Mr. WRIGHT is shortly proceeding on leave, I am sure that Members will join with me in wishing him a happy holiday and in thanking him for his services. I know that he has been a most congenial and helpful colleague to us all. (Applause).

MR. B. A. BERNACCHI:-On behalf of the Elected Members, I join with you, Mr. Chairman, in expressing my regrets on the disappearance of Mr. F. S. Li from his Urban Council seat. F. S. is a personal friend of mine and we have all enjoyed sitting with him on this Council.

I join also with you, Mr. Chairman, in wishing Mr. WRIGHT a well-earned holiday. Sir, in the short time that he has been on this Council he has made his presence felt very favourably indeed by all of us. (Applause).

MR. A. de O. SALES: Mr. Chairman, with your permission, may I say for the Appointed Members that we also wish Mr. WRIGHT a very pleasant holiday and we would be very happy in the thought, if we could be so assured, that the co-operation that he has started between this Council and his Department will continue. In fact, I had personal experience of Mr. WRIGHT in the Urban Amenities Select Committee before he was elevated to his present post and that meant a tremendous amount of goodwill, co-operation and swift action.

To-day, more particularly, Mr. Chairman, we are sorry to see our colleague, Mr. F. S. Li, go, as he has served in this Council for a good number of years and before that in the Hong Kong Housing Authority. In both spheres of activity he has certainly earned our respect not only for his professional knowledge, which has always been most helpful in select committee work, but also for his courtesy and consideration. He has been a very good comrade above all else and we join with you in wishing him every success in other Councils in Hong Kong. (Applause).

MR. LI FOOK-SHU:-Mr. Chairman, I must thank you, Mr. BERNACCHI and Mr. SALES for the very kind words which have just been said about me. I can only say that although the work of the Council makes great demands on our time and energy, we all feel that it is of value and importance. I want to take this opportunity of thanking all the Members of this Council, whether official or unofficial, elected or nominated, or whether they are champions of Kowloon or Hong Kong. To you, Mr. Chairman, I want to express my great appreciation for your unfailing courtesy and kindness towards me during my term of office. Although I am leaving this Council, you have my assurance, Mr. Chairman, that I will continue to take a keen interest in the Council's work for the welfare of the community. Thank you, Mr. Chairman. (Applause).
