question concerning fireworks. In my reply I said that I would ask the staff of the Urban Services Department to assist, in their capacity as citizens, in stopping the careless use of fireworks. Subsequently I issued a circular to this effect to the staff. I propose to repeat this circular towards the end of this month.
MR. CHEONG-LEEN:-Mr. Chairman, my supplementaries at this meeting will be fewer than at previous meetings to demonstrate friendship and goodwill for 1964. Could I ask, through you, Sir, from the Commissioner for Resettlement whether there is anything further that his Department can do to supplement the efforts of your Department?
COMMISSIONER FOR RESETTLEMENT:-Yes, Sir. We of course, as the Chairman said, would be very happy to distribute posters and leaflets throughout the estates and shall also, of course, be briefing our estate staff in advance of the Chinese New Year to ensure that the best use is made of these materials.
MR. BERNACCHI:-I would ask you, Mr. Chairman, whether any design of posters has been agreed on, because it is now only six weeks to the Chinese New Year and I think that the posters should be distributed in the near future?
SECRETARY FOR CHINESE AFFAIRS:-I think I can throw a little light on that, Mr. Chairman. The Hong Kong Society for the Blind, as in last year, has been very interested in this and I think I am correct in saying that the final design has now been agreed on in consultation with the Government Information Services and the Secretariat for Chinese Affairs.

control dust which has settled on roads, it would be necessary to spray the roads concerned with water and this would require not only an enlarged fleet of street washing vehicles but consumption of water in quantities, which, even if available, could hardly be justified in the present water crisis.
I understand that the Commissioner of Police has recently written to all firms on the Public Works Department's list of approved contractors, asking them to cover their lorries carrying rubble, sand and gravel, with tarpaulins. I hope that this measure will, in due course, help towards abating the nuisance of which you complain.
MR. CHEONG-LEEN:-Mr. Chairman, do you know when the letter was sent by the Police to the list of approved contractors?
CHAIRMAN:-I believe it was six weeks to two months ago.
MR. SALES: Mr. Chairman, are you strong enough after your accident to answer my supplementary questions?
CHAIRMAN:-I will try, Sir.
MR. SALES: Mr. Chairman, there are two supplementary questions: Are these Kowloon residents renegades or did MR. CHEONG-LEEN mistake some Causeway Bay residents for the less intelligent ones in Kowloon?
MR. CHEONG-LEEN:-Mr. Chairman, I rather suspect that these Kowloon residents are non-voters.
MR. H. CHEONG-LEEN asked the following question:
I have received complaints from residents, particularly Kowloon residents, of the constant nuisance caused by flying dust and rubble coming from loaded lorries. What can the Director of Urban Services do about this nuisance? Can arrangements be made for all lorries carrying sand or similar kinds of load which can cause discomfort and nuisance to the public using our roads, to be adequately covered by tarpaulins or other types of cover?
THE CHAIRMAN replied as follows:
This nuisance arises mainly, I suggest, in its present acute form, from the combination of a long period of dry weather and a very high rate of building development. To

I have been asked by a number of residents in the Wan Chai / Happy Valley area to urge the Public Works Department to expedite the decking of the nullah at Canal Road so as to eliminate the obnoxious smell emanating from it. Can the Director of Public Works state how soon this will be done?
THE CHAIRMAN replied as follows:
I am informed by my friend, the Director of Public Works, that the decking of this nullah is now in hand.
MR. CHEONG-LEEN:-Mr. Chairman, could the Director of Public Works give us an idea when the decking may be completed?
