The management of metered street parking spaces is vested in the Commissioner of Police, while the management of the multi-storey car parks so far constructed has, under Regulation 21 of the Road Traffic (Parking and Waiting) Regulations, 1958, been vested in the Urban Council. It is Government's policy to consult the Council on any matter which has a direct bearing on the Council's management responsibilities.
DR. BELL:- Mr. Chairman, may I ask two supplementaries? The first one is in regard to the foundation of this car park at Tsim Sha Tsui. Are the foundations going to be laid so that extra storeys may be added on later, if and when the necessity arises?
DIRECTOR OF PUBLIC WORKS: - No. (Laughter).
DR. BELL: Would it not have been a good thing if that had been done?
CHAIRMAN: - That is asking for an expression of opinion, but if Mr. WRIGHT wishes to give it, he may.
DIRECTOR OF PUBLIC WORKS: - May I ask what sort of storeys Dr. BELL has in mind?
DR. BELL: - Additional car parking floors.
DIRECTOR OF PUBLIC WORKS: - I think the answer is that it would be inadvisable, because 10 storeys is often thought of as being above the limit that people are willing to drive if it means driving round and round the building on succeeding floors looking for a vacant space.
DR. BELL: - Mr. Chairman, how is it possible for this Council to put forward its views on parking matters through its representative on the Traffic Advisory Committee when we do not know what Government's plans are going to be?
CHAIRMAN: - If we do not know in any particular case it is obviously impossible.
DR. BELL: - Mr. Chairman, in your reply you said it was possible for Members of the Council to put forward their views on parking matters. How do they do this at the present time?
CHAIRMAN: - The reply says that the Council is able to put forward its views on parking matters, and I imagine that the sense of that is that in general it may state its views at any time through Mr. WATSON.
DR. BELL: - Will it be possible, Mr. Chairman, for you to ask Government to let us know its plans in advance, so that we may put forward views to our representative more easily in future?

MR. SALES: - May it be minuted, Mr. Chairman, that Mr. CHEONG-LEEN is attempting insidiously to muzzle me. (Laughter)
MR. CHEONG-LEEN: - Mr. Chairman, I would like to say for the record that I am certainly not trying to deprive any Kowloon resident of his rights.
MR. SALES: - Mr. Chairman, may I, with your permission and that of Mr. CHEONG-LEEN, ask two supplementary questions? First, is it thought that parking facilities for 910 vehicles will be enough for the number of cars at present using the Tsim Sha Tsui area?
CHAIRMAN: - Sir, you are asking for an expression of opinion.
MR. SALES: - Mr. Chairman, may I ask that a written reply be given to the Select Committee concerned on that point?
CHAIRMAN: - Yes, Sir.
MR. SALES: - My second supplementary, Mr. Chairman, has reference to the last paragraph of your reply. Am I to understand, Mr. Chairman, that in the intervening period until July 1964 all control of parking is vested in the Commissioner of Police as far as Kowloon is concerned?
CHAIRMAN: - That is correct, Sir, inasmuch as there does not exist in Kowloon a multi-storey car park.
MR. SALES: In other words, Mr. Chairman, are Kowloon residents to understand that Kowloon will be, in the intervening period, a police state?
MR. WILFRED WONG: - Mr. Chairman, may I ask a supplementary question? I think that in your reply it is stated that the multi-storey car park in Kowloon is going to be eleven storeys, but the Director of Public Works says the car park is going to be ten storeys. Does that mean that one storey will be used for something else other than car parking?
