motions on (a) and (b) are put before me, because I feel that in dealing with this motion I shall be stealing the powers which are delegated to that Select Committee. Undoubtedly, (c) falls well within the terms of that Select Committee. I doubt very much whether the City Hall Select Committee can deal with (a) or (b).
MR. B. A. BERNACCHI :- I am sorry to add my voice, particularly as I feel that in its present form I would have to abstain. The position seems to me that if the framer of the motion would really start with (c) and build up (a) and (b) on top of it, then we have a very different situation, namely, that in our present deliberations as to the planning of the new City Hall Library we should not overlook the possibility that in time to come that Library may form a sort of feeder for district libraries and indeed that the Kaifong Associations' views as to the City Hall Library would be of very great value to us. If it were re-formed somewhat along those lines then there would indeed be every reason to refer it for further consideration to Mr. Kan's Committee. I do find (d) a little incongruous at the moment because it seems to me that we can hardly resolve that we should do something and then refer it to the Select Committee for more detailed study and implementation. I think that we should resolve to do it and I think that is that—or we resolve to refer certain matters to the Select Committee for more detailed study. With those observations I would suggest that perhaps consideration be given to standing this over until the next meeting when the matter might be put in a way which members are able to support.
MR. CHEONG-LEEN :- I would be quite willing to agree to the suggestion made by Mr. BERNACCHI, Mr. Chairman, but before doing so, may I ask a question from the chair. I got a little lost when Mr. KWAN was speaking because I was not sure whether he was speaking as a member of the legal profession or as a member of this Council.
MR. KWAN :- As a member of this Council in all respects. (Laughter).
MR. CHEONG-LEEN :- Mr. Chairman, when I put in this motion I had, not being a member of the legal profession, assumed that the provision of district libraries came within the framework of the activities of this Council. I had assumed that district libraries came under the general term "amenity" and, Mr. Chairman, may I ask your ruling on this matter.
CHAIRMAN :- I think, Mr. CHEONG-LEEN, that libraries can be considered an amenity, but in this particular case, it would be more appropriate to consider district libraries as an extension of the functions of the City Hall Library.

MR. CHEONG-LEEN :- In view of that reply, Mr. Chairman, perhaps it might be better if this motion is held over until the next meeting, because we are neither here nor there. (Laughter).
MR. BERNACCHI :- May I formally propose, with Mr. CHEONG-LEEN's consent, that this motion stand adjourned for the next meeting.
MR. WATSON :- May I suggest perhaps a better method for dealing with this is for Mr. CHEONG-LEEN to withdraw this motion now and form a new motion for the next meeting. (Laughter).
MR. CHEONG-LEEN :- Mr. Chairman, I am friendly to both the Appointed Members and Reform Club Members. What would you want me to do? (Laughter).
CHAIRMAN :- I think it would be easier if you withdraw the motion and form a new one for the next meeting.
MR. CHEONG-LEEN :- I would be very happy to accept your suggestion, Mr. Chairman, with Mr. BERNACCHI's permission. (Laughter).
MR. BERNACCHI :- I raise no objection whatsoever, I can assure you, Mr. CHEONG-LEEN. (Laughter).
