by-laws made under it and approved by resolution in Legislative Council will come into force contemporaneously when notified by His Excellency the Governor.

In order to short circuit the process of resolution by this Council, I would gladly have combined all these by-laws, which have been approved in principle by the relevant Select Committees, in one motion, but this has not proved possible as they are made under various sections of the Public Health and Urban Services Ordinance. An omnibus resolution would also confuse any debate on individual issues. I shall, however, be as brief as possible in moving the seven subsequent resolutions.

MR. H. CHEONG-LEEN:—I do have a few words to say on this subject. I would like to support the motion, Mr. Chairman, but I would admit that last week I had intended to raise a question to ask what would be the tentative schedule of the adoption of the various by-laws by Council. It seems that you have beaten me to the draw and I do congratulate you on the early action you have taken for the adoption of these various by-laws.

I do have certain comments to make in connexion with the by-laws which have been tabled to-day.

With regard to the Bathing Beach By-laws, I note that bathing costumes and towels which are hired should be sterilized after use by immersion in boiling water. I think that without the necessity of having to amend the by-laws it might be a good idea for the Urban Services Department staff to go one step further and to encourage those concerned to put bathing costumes and towels after sterilization into clean poly bags. This would be an additional service which the public and tourists visiting Hong Kong would appreciate.

While the Bathing Beach By-laws, which form the subject of a motion to-day, apply to the urban areas only, I would like to remind the Chairman that in his capacity as Director of Urban Services a large section of the public are regular users of beaches in the New Territories. I would seek your assurance, Sir, that the by-laws applying to the urban areas will also apply to the maximum extent possible to New Territories beaches as well, so that beaches all over the Colony will conform to the same standard of cleanliness and control.

MR. A. DE O. SALES: I would like to declare my interest as Chairman of the particular Committee which looks after bathing beaches. I have never been in disagreement with Mr. CHEONG-LEEN,

although at times we may have been at cross purposes because of his unfortunate choice of words. I would very strongly support what Mr. CHEONG-LEEN has said that the provisions of these by-laws be extended to and enforced in the areas outside the urban districts which are under your control in your capacity as Director of Urban Services.

CHAIRMAN:---I can inform you, gentlemen, that the regulations appertaining to the New Territories Beaches will follow these very closely.

"RESOLVED that the Pleasure Grounds By-laws, 1960, be made under Section 109 of the Public Health and Urban Services Ordinance, No. 30 of 1960."

THE CHAIRMAN moved the following third resolution:

"RESOLVED that the Conservancy By-laws, 1960, be made under Sections 15 and 29 of the Public Health and Urban Services Ordinance, No. 30 of 1960.”

THE CHAIRMAN moved the following fourth resolution:-

"RESOLVED that the Public Cleansing and Prevention of Nuisances By-laws, 1960, be made under Section 15 of the Public Health and Urban Services Ordinance, No. 30 of 1960."

MR. H. CHEONG-LEEN: -I do have one observation, that is, about many of the new multi-storey buildings with different flat owners. I understand that the question of refuse disposal and collection is becoming an increasingly more difficult problem. I am told that many tenants in these multi-storey buildings—in fact they are called slum
