CHAIRMAN:-Before we commence the business of this meeting I should like to extend our congratulations to Mr. BERNACCHI on his being appointed one of Her Majesty's Counsel for Hong Kong. (Applause).

The Minutes of the meeting of the Council held on 5th April, 1960 were confirmed.

PAPERS.

THE CHAIRMAN laid upon the table the following papers:-

(1) Report on the work of the Urban Council and Urban Services Department for the month of April, 1960.

(2) Urban Council and Urban Services Department Statistical report for the period 1st January, 1960 to 31st March, 1960.

(3) Report by the Commissioner for Resettlement on the progress of clearance and resettlement operations during the period 1st January, 1960 to 31st March, 1960.

QUESTIONS.

MR. BERNACCHI asked the following question:---

"Will the Commissioner for Resettlement give an assurance that in areas over which this Council exercises control notices in connexion with the demolition of structures will not be issued to cover a period over the week-end as appears to have occurred recently in the New Territories?"

THE COMMISSIONER FOR RESETTLEMENT replied as follows:-

"Yes, Sir, I can give this assurance."

MR. BERNACCHI asked the following question:-

"Can the Chairman inform me as to when the Model Boat Pool at Victoria Park will be ready for use by model boat enthusiasts?"

THE CHAIRMAN replied as follows:-

"This question concerns a model boat pool in Victoria Park on the lines of the round pond in Kensington Gardens.

Funds have already been released for this project to the Chief Architect who expects to let a contract covering it by the end of June, for completion by the end of November- subject to any extensions due to inclement weather. The estimated cost is $47,000 and the agreed site is on the west side of the park near the Canal and Mound. The circular pond will be 60' in diameter requiring about 35,000 gals. of nullah water to fill it to its required depth of 2 feet."

MR. SALES:-May I ask a supplementary question? May I know whether Kowloon will similarly have a pool of these dimensions?

CHAIRMAN:-I can understand your anxiety, but I do not think this is an appropriate supplementary question.

MR. SALES: Why have you, by implication, ruled it out of order? Is Kowloon not within the purview of this Council?

CHAIRMAN:-The question of Kowloon does not arise.

MR. SALES: It is a geographical extension.

CHAIRMAN: It is certainly a distant extension. (Laughter).

MR. SALES: May I then ask whether Lantao will be getting a pool also of this size?

CHAIRMAN:-I think we shall have to refer your remarks to the relevant Committee.

MR. H. CHEONG-LEEN asked the following question:—

“In 1958, Mr. LENNOX-BOYD, then Secretary of State for the Colonies, established a special training course in local government for colonial territories:

(a) Will the Chairman please advise how many local officers from the Urban Services Department have attended this Course?

(b) If none have so far attended, will the Chairman advise whether he will take this matter up with Government so that local Urban Services Department officers may have the opportunity of acquiring useful experience and attaining higher posts through participation in this Course?"

THE CHAIRMAN replied as follows:-

"This question concerns the training of local officers in the United Kingdom.
