lavatories being inadequately flushed. Plans are now in hand for converting these lavatories to the system of automatic flushing used in all the other estate blocks and it is expected that work on this conversion will start shortly."

MOTION.
MR. C. Y. KWAN, Chairman of the Cemeteries, Mortuaries and Crematoria Select Committee, moved the following motion:
"That under By-law 10(1) of the Public Cemeteries By-laws, 1960, the Director of Urban Services be empowered to exhume and remove the human remains of persons from the graves in the Colonial Cemetery, Happy Valley, as listed in the attached schedule at Appendix A, and to dispose of the same by burial as the Director may think fit."
He said: The number of graves involved under the proposed resolution is 108, all of which are prewar graves and, except in two cases, do not seem to have been visited by any one, at least since the end of the War. The intention is to suitably re-bury, at public expense, the remains to be exhumed from the graves in question within the same cemetery but in that section of it which because of rocks cannot be used as coffin graves. The object of the exhumation is to make room for more coffin graves so as to extend the life of the cemetery as long as possible.

FAREWELL TO THE HONOURABLE C. Y. KWAN, O.B.E.
CHAIRMAN:-Before the adjournment there is one further matter. Members are aware, I think, that this is the last meeting at which we will enjoy the company of the Honourable C. Y. KWAN as a Member of this Council.
Mr. Kwan was first appointed on 1st April, 1956; thus he has been associated with the Council for five years. Although I have been with the Council only for some three or four months, in this short time I have come to value highly the sound judgment shown, and the good advice given, by Mr. KWAN, especially when legal points have arisen.

I am sure that all Members will wish to join me in thanking Mr. KWAN warmly for his long and excellent service to this Council and indeed to the Colony, and also in expressing sincere good wishes for his health and happiness in the future. (Applause).
MR. B. A. BERNACCHI: Mr. Chairman, on behalf of the Elected Members, that is the Coalition Members, (Laughter) may I join the words that you have just spoken of farewell to the Honourable Mr. C. Y. KWAN. Mr. KWAN will be remembered by me particularly, as the Chairman of the Law Revision Select Committee. That was a particular baby of the Elected Members; we moved in this Council some years ago that we should review the whole of the law relating to our work, and after it had been passed, a Committee was formed under the chairmanship of Mr. P. C. Woo to revise the whole law and in particular to propose the introduction of a Public Health & Urban Services Ordinance. When Mr. P. C. Woo left the Council, Mr. C. Y. KWAN took over that Committee and the bulk of the work fell upon his shoulders. As a member of that Committee myself, I do know how much work he put into it, and I say for myself I will always remember him for that, as we now have a Public Health & Urban Services Ordinance. I wish Mr. KWAN the best of luck in the future. He is on the Legislative Council and from that position will, of course, from time to time have quite a lot to do with us. (Applause).
MR. C. Y. KWAN: ---Mr. Chairman, Mr. BERNACCHI, I thank you for all the nice words that have been said. I know I do not deserve them. I would like to say at once that it has been a very great pleasure and privilege to me to have had the opportunity of serving on this Council with all of you and I shall always treasure the friendship which I hope I have made with you all. Meanwhile, I want to say I am very grateful to all of you for the co-operation, courtesy, and above all, tolerance that you have shown to me during the few years that I have served on this Council. Thank you all. (Applause).
