THE CHAIRMAN replied as follows:
"(1) In reply to the first part of your question, the position is that
(a) by July this year it is hoped that the library at Li Cheng Uk Public Recreation Ground will be completed;
(b) during this year work will probably start on projects which include libraries at Fa Hui and Ma Tau Wei Services Reservoir Playgrounds.
(2) With regard to the second part of your question, the remainder of the present programme includes libraries at the following locations:-
Kowloon Tsai,
Chai Wan Resettlement Estate,
Kai Tak West,
King George V Memorial Park, Kowloon,
Ap Lei Chau,
Aberdeen,
Kwun Tong Housing Zone III.
The first three of these projects, i.e., Kowloon Tsai, Chai Wan and Kai Tak West, are already in the Public Works Programme and arrangements will be made to have the others included in due course.
(3) It is unfortunately not possible at this stage to give any specific dates for the completion of these various projects, but the probability is that the programme will last longer than 5 years."
MR. CHEONG-LEEN:- May I ask a supplementary question, Mr. Chairman. You say that the remainder of the present programme includes those projects (which are listed in paragraph (2) of your reply) and in the last paragraph you say "the probability is that the programme will last longer than 5 years." Do you mean to say, Mr. Chairman, that the present programme is going to take 5 years, for all these projects which are included here?
CHAIRMAN:- No, Sir. It is estimated that the Kowloon Tsai, Chai Wan Resettlement Estate and Kai Tak West projects should be completed within 2 to 3 years. It is hoped that the libraries at the King George V Memorial Park, Kowloon, and Kwun Tong Housing Zone III will be completed within 4 years, and that the Ap Lei Chau and Aberdeen projects may be completed within 5 years.

MR. CHEONG-LEEN:- In other words then the programme will probably not last longer than 5 years?
CHAIRMAN:- I was merely being careful when I said it will probably last longer than 5 years.
MR. CHEONG-LEEN:- I was wondering, Mr. Chairman, whether you have no faith in the Director of Public Works.
MR. C. Y. KWAN:- Order, order.
MR. H. CHEONG-LEEN asked the following question:-
"Some time ago, I raised the question of the Urban Council providing free swimming instruction classes for the public; will the Chairman please state what arrangements are being made for the 1961 swimming season?”
THE CHAIRMAN replied as follows:-
"After your previous question on this matter eleven months ago, the Urban Amenities Select Committee considered the provision of swimming instructors at Victoria Park Swimming Pool and on public beaches. Such instruction at beaches was ruled out as impractical for the following three reasons:---
(1) even if qualified men were available, frequent rough conditions during the summer months would prevent regular courses;
(2) the distance to most of the beaches and the time involved in getting there would in any case deter persons from taking advantage of such instruction;
(3) classes could not be successfully conducted if there were large numbers of onlookers.
Swimming instruction at Victoria Park Swimming Pool using existing staff was, however, approved by the Committee. Unfortunately, before action could be taken, the number of Lifeguards at the Pool was reduced from 12 to 8 in the interests of economy. It was then found impossible to divert the remaining staff from their lifesaving duties to teaching.
This situation still prevails. I regret therefore that no arrangements are being, or can be, made for the public to be taught swimming in the 1961 season."
MR. BERNACCHI:- I have a supplementary, Mr. Chairman. Is it permitted and, if not, can consideration be given to the possibility of
