"This question concerns the use of wired vision as a medium for Health Education.

This subject was raised in the Health Education Select Committee on the 5th June, 1959, and was carefully considered. It was even suggested that a tuneful "signature tune" Miss Ping On should be composed and broadcast by radio and Rediffusion (no doubt by Elvis Woo and his Councillor Combo).

Discussions were held with the Director of Information Services and it was decided that the number of television sets - approximately 3,000 in the Colony - and the relative expense of rental mean that the audiences would be comparatively small and drawn mainly from the more affluent classes, who are less in need of Health Education. It is also questionable whether television viewing in itself is particularly advantageous to health education insofar as it may influence the school child to neglect recreation in the open air."

MR. LI: Is it implied in your answer that you will not refer the question to the Select Committee for further consideration?

"(a) Can the Chairman confirm whether or not there used to be a playground before the Second World War on the site next to the old Rediffusion site? If such is the case, would the Chairman be able to move the Urban Services Department vehicles from this prewar playground site, so that it can be converted back into a playground?

(b) Will the Chairman be able to take steps to remove all Urban Services Department vehicles from the site next to the Boys' and Girls' Clubs Association Training Centre so that the site can be immediately converted into a playground?

(c) Will the Chairman be able to find alternative space for the parking of these Urban Services Department vehicles, possibly on some of the Naval land which will shortly be released to Government?”

THE CHAIRMAN replied as follows:

"Before I come to the main body of the reply I would like to say a few words on this. At the Council Meeting in the previous month reference was made to this particular site and in the course of the reply I mentioned that this area was not too badly off considering that it is only 4 minutes walking distance from Southorn Playground.

The present questioner thereupon implied that 4 minutes was an underestimate. His exact words were "In point of fact it is much more than that. It is about 10 minutes.

I do not like making mistakes of fact and I therefore paid a special visit to this area last week and timed myself. From the western end of the wire fence dividing the old Rediffusion site from the Urban Services Department parking space to the first gate past the concrete stands onto Southorn playground took exactly 3 minutes. Mr. Alexander on the following day clocked 3 minutes 20 seconds because of increased traffic.
