preparation of the necessary draft legislation was however given a low priority by Government. As a result of representations by this Council this priority was revised, and the legislation drafted. Government has subsequently decided that this legislation be enacted in the form of Regulations by the Governor-in-Council.

It is hoped that this matter will be settled shortly, and it should be possible to introduce the required legislation in time for the next summer. Training of staff for its enforcement has already begun.”

MR. BERNACCHI:--I have a supplementary question. As Chairman of the Air Conditioning Select Committee, why was I not consulted before this answer was given from the Chair. I would myself have wished to see several variations in the answer.

CHAIRMAN:--The answer is from the Director of Urban Services and not from the Chairman of the Select Committee.

MR. BERNACCHI:--The answer is from the Chairman of the Council.

CHAIRMAN:--Yes.

MR. BERNACCHI:--Do you not consider, sir, that it is part of the duty of the Chairman, in answering a question that directly concerns a Select Committee of this Council, to consult with the Chairman of that Committee before the answer is prepared?

CHAIRMAN:--I regret that I do not, Mr. Bernacchi.

MR. BERNACCHI:--May that please be minuted.

CHAIRMAN:--It may be minuted.

MR. CHEONG-LEEN:--Would it not be advisable for you to state whether you are replying in your capacity as Chairman of the Urban Council or Director of Urban Services?

CHAIRMAN:--I am always replying in my capacity as Chairman of the Urban Council.

MR. ERNEST C. WONG asked the following question:--

"Could the Council arrange that the public playgrounds be utilized at night for possible free entertainments to the public, such as educational film shows, musical performances, etc.?"

THE CHAIRMAN replied as follows:--

"There would be no objection to the larger hardsurfaced playgrounds being utilized for the purposes you have in mind - provided the usual Police, Fire Brigade and other requirements are met. In fact, a number of such playgrounds have already been so used on occasion by local Kai Fong Associations.”

ADJOURNMENT.

CHAIRMAN:--That concludes the business for this meeting. The Council stands adjourned until Tuesday, 1st September, 1959 at 4 p.m.
