MR. MARDEN: -How long will it be before the dual carriageway comes into being?

CHAIRMAN:-I am afraid that is a matter rather outside the province of the Council.

DR. A. M. S. BELL asked the following question:-

"Is the Chairman aware that no development whatsoever has taken place of the so-called playground space beside block G in the Hung Hom Resettlement estate? Will the Chairman please state whether it is intended to make this into a proper playground with swings etc. and seats for this estate?"

THE CHAIRMAN replied as follows:

"This concerns the proposed playground at Hung Hom Resettlement Estate—known as Tai Wan Hill Playground in the vicinity of Green Island Cement.

There is no Block G in this Resettlement Estate. The playground is sited on slightly raised ground, behind Blocks A, B and D.

I am aware that so far nothing has been done to develop this Playground. The reason for this is that this project is not included in the Public Works Programme and that when funds were released from the Block Vote for it, it was not possible for Honourable Director of Public Works to make staff available without interfering with projects included in that Programme.

It is, however, expected that if Block Vote funds are then available early in the financial year 1960/61, that is from April it should be possible for the Public Works Department to commence work soon thereafter."

DR. BELL:-A supplementary, Mr. Chairman. Does your reply mean that the playground will be available then, this year?

CHAIRMAN: -I very much hope so, and the matter will be discussed at the Urban Amenities Committee which will meet on Friday.

MR. A. DE O. SALES asked the following question:

"(a) Is the Chairman able to inform this meeting when it will be possible for Government to hand over to the Hong Kong Softball Association the ground and the other amenities which have been promised them at Mission Road?

(b) May I once again draw the Chairman's attention to the fact that their existing playing facilities are very badly affected by the development taking place at King's Park? (c) In the circumstances, will the Chairman please represent to the Public Works Department the urgency for making the site at Mission Road available to this Association in order that their interests may not be further prejudiced?"

THE CHAIRMAN replied as follows:

"(a) The Chief Architect hopes to let a contract for the formation of both the Softball Association Ground and the Urban Services Department Ground at Tin Kwong Road during the first half of next financial year with the object of completing the formation by the end of the year.

(b) I have been in touch with the Honourable Director of Public Works who assures me that everything possible (c) will be done to complete the programme for reprovisioning the Softball Association as soon as practicable.”

MR. SALES: -Mr. Chairman, may I inquire whether the Softball Association's facilities and those of your Department, as Director of Urban Services, represent a package deal?

CHAIRMAN: —It will probably be an economy to do them together.

MR. SALES: -Whether the public will get the ground only if the Urban Services Department gets its ground?

CHAIRMAN: --I don't quite understand your question.

MR. SALES: -I am surprised that these two facilities should be tied up together, that the Soft Ball Association's interests which have been prejudiced for so long, should have to await the formation of the site which will allow the Urban Services Department to have its ground before facilities are made available.

CHAIRMAN: -I should explain that the expression "Urban Services Department" in this case really refers to an urban amenity. Perhaps the reply conveyed the wrong impression.
