May I inquire whether it is not really out of step with the thinking of the Parks and Playgrounds Select Committee to rule this question out of order, having in regard the minutes of the last meeting of that particular Select Committee of which, sir, may I point out, you are a very distinguished member?

CHAIRMAN:-I am afraid, Mr. Sales, any decision reached in that Select Committee has nothing to do with the present case.

"(a) To what extent is this Council responsible for providing equipment and maintaining the Hong Kong Stadium?

(b) If the responsibility is ours, why has all the equipment required for track and field events not been made available?

(c) May I please know whose responsibility it is to provide such equipment if it is not ours?"

THE CHAIRMAN replied as follows:-

This concerns sports equipment at the Government Stadium, Caroline Hill.

"(a) The Gardens Division of the Department is responsible for the provision of equipment and maintenance of the grounds of the Stadium. The Public Works Department is responsible for the maintenance of the buildings, etc.

(b) Funds were in fact available some time ago to the Department for the purchase of sports equipment, either locally or by indent on the Crown Agents. These funds were transferred to the Education Department as the latter were in a better position to know exactly what was required in the way of arena and sports equipment and could place indents accordingly. Unfortunately, pressure of work prevented orders being placed before the end of the financial year, and a revote had to be obtained for 1958/9. This amounts to $14,500 and covers all items likely to be required. Action is at present in hand to obtain the necessary equipment."

"Mr. Chairman, since your Department does not appear to have paid heed to a resident who has written on the subject, will you please explain to this Council why your notices in the form of postcards cannot be printed in both English and Chinese?
