MINUTES.
The Minutes of the meeting of the Council held on 5th August, 1958, were confirmed.
PAPERS.
THE CHAIRMAN laid upon the table the following paper:
Report on the work of the Urban Council and Urban Services Department for the month of August, 1958.
QUESTIONS.
DR. R. H. S. LEE asked the following question
"In view of Ap Lei Chau's great need for a proper football playing pitch and a children's playground, will the Chairman refer this important matter to the Parks, Playgrounds and Urban Amenities Select Committee with the view to surface and fence the existing playgrounds, and to provide children's playground equipments in the adjacent children's playing area? It is further suggested that the provision of sitting benches, shrubs, trees and flowers should be included to improve the amenities of this outlying community."
THE CHAIRMAN replied as follows :-
This concerns playing fields and playgrounds in Ap Lei Chau.
"I shall be pleased to refer the general matter of playground and garden facilities on Ap Lei Chau to the Select Committee concerned."
DR. R. H. S. LEE asked the following question :—
"To improve the general sanitation of Ap Lei Chau, will the Chairman take steps to provide large street dustbins at strategic points to prevent refuse and litter at present being thrown on the streets and surface channels?"
THE CHAIRMAN replied as follows:--
This concerns scavenging on Ap Lei Chau.
"I am far from convinced that the provision of more dustbins in Ap Lei Chau is going to make any appreciable difference to the prevailing public habit of throwing refuse into street water-channels.
As a result of a general scavenging survey of Ap Lei Chau in January, 1957, five 40-gallon drums converted into dustbins and one litter-container were placed at strategic points in the main street and an extra 5 Sanitary Coolies posted there, making a total of 13 Sanitary Coolies on the island. Four handcarts were also put on the strength. These measures did a lot to improve scavenging but they have not by themselves induced residents to refrain from scattering litter indiscriminately. I might add that the dustbins already provided are found to be only half full when emptied daily.
I propose to take up this question with the local Kaifong and ask them to impress on the residents the problems arising from litter.”
DR. LEE :-A supplementary from this question, Mr. Chairman. In view of the fact that the request for this matter comes from the local Kaifong Association will the Chairman revise his view from the answer given to this question?
CHAIRMAN :-I am afraid that I do not intend to revise my view. I still think that the question must first be discussed with the local Kaifong.
DR. R. H. S. LEE asked the following question :—
"Will the Chairman take steps to refer the important matter of street lighting in Ap Lei Chau to the appropriate Select Committee for consideration to improve the condition of street lighting there which is either poor or absent in many parts?"
THE CHAIRMAN replied as follows:-
This concerns street lighting also in Ap Lei Chau island.
"In accordance with the policy recently decided for the handling of street-lighting matters, I shall be pleased to suggest to the Ap Lei Chau Kaifong Welfare Association that they should forward their representations to the Honourable Director of Public Works."
