CHAIRMAN:-That is hardly a question, Dr. Lee.
DR. LEE-Especially when the tide is low. I can verify that the complaint from the residents is true and that the smell is really offensive.
CHAIRMAN:I have made frequent visits to Aberdeen in the course of a number of years and I really do not think so.
DR. R. H. S. LEE asked the following question:
"In view of the pressing need and the concern felt by the residents of Ap Lei Chau, will the Chairman state when is it likely that the proposed new market for Ap Lei Chau, which was approved by this Council over a year ago, will be built?"
THE CHAIRMAN replied as follows:
This concerns Ap Lei Chau Market.
"The position with regard to Ap Lei Chau Market is that provision has been made in this year's Estimates for the construction of a roof over this market. Plans for the roof have been approved, and the estimate has gone forward for consideration by the Public Works Sub-Committee of Finance Committee. It is hoped that it will be possible to construct this roof during the next dry season."
DR. R. H. S. LEE asked the following question:
"Will the Chairman state what steps are being taken to comply with the wishes of the residents of Ap Lei Chau in resiting of the new proposed incinerator at Nam Sha Wan?"
THE CHAIRMAN replied as follows:-
This question concerns disposal of rubbish at Ap Lei Chau.
"The question of adopting a suitable method for refuse disposal on Ap Lei Chau has recently been considered by the Scavenging Select Committee. Members favoured disposal by incineration and retention of the existing site, in view of the manhandling problems that would otherwise arise.

I am prepared to admit that the existing incinerators are obsolete in design but I feel certain that the villagers will have no cause for complaint if they are replaced on the same site by an incinerator of modern type. Pending reconstruction of the incinerator, refuse will continue to be transported across the harbour by sampan as at present."
DR. LEE-May I ask a supplementary question? Could you enlighten me what is the objection to using the boat for transporting the refuse as is done at present in preference to the incinerator?
CHAIRMAN:-The main objection to using the sampan is the danger of crossing Aberdeen harbour where at times there is a current of 6 knots.
DR. R. H. S. LEE asked the following question:—
"Has consideration been given to the provision of a new market in Kwun Tong? If not, will the Chairman refer this matter to the appropriate Select Committee for decision?"
THE CHAIRMAN replied as follows:-
This concerns the market at Kwun Tong. "Consideration has not so far been given to providing a new market at Kwun Tong. I shall refer the matter to the appropriate Select Committee as you desire."
DR. P. F. Woo asked the following question:
"Up to the month of July one $65 flat and twelve out of the sixty $45 flats are vacant at Lo Fu Ngam Estate. Some of these have been vacant since April. Would the Commissioner for Resettlement give the reasons why these flats have been unoccupied for such a long time?"
THE COMMISSIONER FOR RESETTLEMENT replied as follows:-
"The self-contained flats at Lo Fu Ngam estate were designed for squatter families who occupied a better class of accommodation than is provided by the ordinary resettlement estate rooms, and whose clearance could not satisfactorily be effected if
