CHAIRMAN:-Before turning to the business of the meeting, I am sure Members would wish me to welcome to this Council Mr. Arthur Walton who succeeds Mr. D. W. B. Baron as Director of Social Welfare, and Dr. S. H. Moore who is taking over from Dr. Coombes. Mr. Walton is no stranger to us; he served from 8th November, 1955 to 9th May, 1958. To Dr. Moore, the Council as such is a new experience, but his long residence in China and Hong Kong means he is no stranger to our problems. (Applause).
MR. FUNG PING FAN :-Mr. Chairman, on behalf of my colleagues and myself I endorse with much pleasure your welcome to our old friend Mr. Walton and also to Dr. Moore.

THE CHAIRMAN laid upon the table the following paper :—
"Report on the work of the Urban Council and Urban Services Department for the month of February, 1959."
QUESTIONS.
MR. H. CHEONG-LEEN asked the following questions :-
"Many members of the public, including parents, teachers and factory workers, have told me their view that health education ought to be more actively promoted in the schools in order that children can become more health conscious; to what extent has the Chairman sought to obtain the co-operation of the Director of Education in this matter?"
"A. Will the Chairman advise whether the question of co-option of members of the public to the City Hall (Policy) Select Committee has been considered by that Select Committee?
B. Would the Chairman be prepared to put this matter on the agenda of the next meeting of the Select Committee if it has not yet been considered ?”
"Will the Chairman support in principle the suggestion of a United Nations Garden for the new City Hall where flowers and trees from different countries would be planted? Would the Chairman be prepared to look into the feasibility of this suggestion with the Gardens Division ?”
"A. Would the Chairman inquire from Government whether any portion of the Central Reclamation project along the Connaught Road waterfront in the Central District will be reserved as a waterfront boulevard with benches, for the convenience of residents of the Central district, office workers during the lunch-time hour, and for other members of the Public?
B. It has been suggested to me by several members of the public that the waterfront stretch from the New Queen's Pier to Wan Chai should become a waterfront boulevard if and when the Naval Dockyards should move from its present site and the area transferred to Government; would the Chairman care to pass on this suggestion to Government for its consideration? Would the Chairman also inquire from Government whether it has any tentative plans for a waterfront boulevard in this area?"
"Is the Chairman aware of the fact that in Singapore several cooked food stall districts are tourist attractions; has the Chairman considered whether it could be possible to develop one or more cooked food stall districts in Hong Kong into a tourist attraction ?"
"Three months ago, I moved in Council meeting a KEEP YOUR CITY CLEAN resolution, which was unanimously adopted; could the Chairman advise when this campaign will get under way
