MOTIONS.

THE CHAIRMAN moved-

"RESOLVED-

(i) Under section 59 of the Urban Council Ordinance, 1955, that the persons whose names are set out in the first column of the attached list shall be the Members of the Select Committees detailed for a period of one year ending 31st March, 1959.

(ii) Under Standing Order 22(6), that the Chairman of each Select Committee shall be as set out in the first column of the attached list for a period of one year ending 31st March, 1959.

(iii) Under section 60(1) of the Urban Council Ordinance, 1955, that the powers and functions of the Council as set out in the second column of the attached list be delegated to the Select Committees shown in the first column for a period of one year ending 31st March, 1959.

(iv) Under section 60(1) of the Urban Council Ordinance, 1955, that the power of the Council under section 59 of the Ordinance to change by appointment or removal the personnel of each Select Committee be delegated to that Select Committee:

Provided that each such change shall be reported to the Council at its next meeting."

He said: There are several points of interest in the proposed reconstitution of the Select Committees. The first is that a certain amount of re-arrangement of committees is required to reflect the administrative organization now in force. If this motion is adopted, the former Food and Markets (Policy) Select Committee will become the Food and Food Premises (Policy) Select Committee; the old Hawkers (Policy) Select Committee the Hawkers and Markets (Policy) Select Committee; and the Hawkers (Licensing) and Hawkers (Disciplinary) Select Committees will be embodied into one Select Committee, the Hawkers (Executive). Similarly, the former Markets (General Purposes) Select Committee will be renamed the Markets (Executive) Select Committee.

It is further proposed to divide up the Bathing Beaches and Swimming Pools Select Committee into two Select Committees, to handle Bathing Beaches and Swimming Pools respectively. The latter committee will also incorporate the old Victoria Park Swimming Pool sub-committee, as a swimming pool in Kowloon is contemplated.

The powers of the Parks, Playgrounds and Urban Amenities Select Committee are to be widened by the addition of a reference to street lighting on amenity grounds.

The distribution of Chairmanships of the Select Committees has been broadened and it is further proposed that the life of these committees should be one year instead of six months, a move foreshadowed when last we re-constituted them.
