QUESTIONS.

MR. H. CHEONG-LEEN asked the following question

"Over a year ago, I had requested that the debris blocking the pavement in Ventris Road between the Government flats and the Seventh Day Adventist School be removed; will the Chairman please explain why debris is still allowed to obstruct the pavement there, and what definite action will be taken to keep debris off the pavement in future?"

THE CHAIRMAN replied as follows:-

"Your question appears to imply that this department has done nothing at all in over twelve months to remedy a blocked pavement but such is not the case. The facts are that on 3rd February, 1958 you drew this department's attention to a pile of building debris in Ventris Road, near the 7th Day Adventist Church. In March, 1958 the relevant papers were circulated to you, showing that action had been taken, in conjunction with the Public Works Department, and that the obstruction had been removed. I do not know whether you yourself have actually been to Ventris Road recently but I can assure you that there is no question of the obstruction having been in existence for the past year. At the moment, a small amount of earth has fallen from the adjacent building site on to the inner edge of the pavement which is about 6 ft. wide. This earth projects about 18″ on to the pavement and in no way obstructs pedestrian traffic, of which there is very little along this quiet street, nor does it constitute a sanitary nuisance. I understand that the owners of the building site in question found it necessary to delay development because the site was not large enough. An application for extension of the lot has been granted and building operations may therefore be expected to begin in a few months' time.”

MR. CHEONG-LEEN:-A supplementary question, Mr. Chairman. Does the Chairman know for how many years the building has been delayed on this site?

CHAIRMAN :—I am afraid I don't quite follow your question. I don't regard it as a supplementary question.

MR. CHEONG-LEEN:-Since building on the site has been delayed for several years, and since I have been to this site twice, once before the question and the second time this morning, and since this question of obstruction is a relative one, and the fact that this matter was brought to my notice by members of the public who find it is an obstruction on Sunday mornings when they go to church, would the Chairman be good enough to confirm that he will ensure that this site will be visited three months hence to ensure that there is no obstruction, not even to this extent?

CHAIRMAN :-If you wish me I should be very happy to re-visit the site in three months' time.

MR. CHEONG-LEEN:-I would appreciate that sir.

MR. H. CHEONG-LEEN asked the following question

"Will the Chairman bear in mind the need of residents in Tsim Sha Tsui area for more parks and playgrounds if any military land becomes available and make representations to Government accordingly ?"

THE CHAIRMAN replied as follows :—

"The answer to your question, Mr. Cheong-Leen, is yes.'

(At this point a messenger brought Mr. Cheong-Leen a note)

MR. SALES:Is that service extended to all Members, nominated and elected, Reform and Civic that errand boy service or is that confined to Mr. Cheong-Leen?

CHAIRMAN :-I am afraid I am completely lost. I think we had better leave it.

MR. CHEONG-LEEN :--A supplementary question, Mr. Chairman.

CHAIRMAN:-I regard the question as being completely and utterly answered by that word.

MR. CHEONG-LEEN :-Why, Mr. Chairman ?
