HONG KONG URBAN COUNCIL

CHAIRMAN: -Before proceeding with the first item we welcome the appointment of Mr. D. W. B. Baron and Mr. K. A. Watson and the reappointment of three other friends, Mr. C. Y. Kwan, Mr. Y. K. Kan and Mr. A. de O. Sales, and congratulate Col. Clague on his appointment to the Legislative Council. Mr. Baron has not previously sat on this Council, and we look forward to a long association with him in his new capacity of Director of Social Welfare.

Mr. Watson has, as it were, served an apprenticeship, having "stood in" for Col. Clague for some six months. His appointment is for four years, so that we shall have ample time to get to know him, and he us.

I know that members will join me in saying how pleased we are to have them with us and in wishing them a long and pleasant association with this Council.

I should also like to say how happy we are to see our only Lady Member back on this Council (Applause) and trust that she will accept our warmest congratulations on the birth of her son.

MR. FUNG PING FAN :-As this is the first meeting presided over by our new Chairman and attended by the Director of the Department of Social Welfare, I would like, on behalf of my colleagues and myself, to extend to them our warm and cordial welcome and to wish them every success in their respective responsibilities. At the same time, we welcome back among us our colleagues Y. K. Kan, C. Y. Kwan and Sonny Sales, and congratulate them on their reappointment. Then, we must not forget our old friend Ken Watson who now takes his seat in his own substantive right as successor to Eddie Gosano. Ken is no stranger to the work of this Council, as during Duggie Clague's absence last year he acted for a term with success.

I would like also to associate myself with the remarks of the Chairman regarding Duggie Clague's appointment to the Legislative Council and the recent happy event of our charming lady member whose presence we welcome back with genuine pleasure. (Applause). I am sure it is the wish of every one of us in this Council to felicitate Dr. Bell on this happy occasion

and to wish her and her adorable baby every happiness and blessing for the future (Applause). To Duggie Clague we wish every success in his heavy responsibilities in the Legislative Council.

MR. BERNACCHI :-I find myself quite unable to add anything to what has already been said by yourself and my colleague Mr. Fung. You have both put my feelings exactly the same as I would put them myself and I would therefore like to say on behalf of the Reform Club Members here that we wish to be associated with the words that have already been said. (Applause).

MR. LI YIU BOR :-I wish to welcome you, Sir, most warmly to this Council and to assure you that we are prepared to give you full support in the work that you will do for the good of the community, as we have done your predecessor. It is my duty also here this afternoon to renew our pledge that we will work together with other members and keep party politics outside the province of this Council. (Hear, hear). I also welcome deeply Mr. D. W. B. Baron and Mr. K. A. Watson to this Council and wish them every happiness in their term of office which I hope will be as long as it is successful. I also welcome back to this Council Dr. Bell, Mr. Kan, Mr. C. Y. Kwan and Mr. Sales and would like to take this opportunity to congratulate Col. Clague on his appointment to the Legislative Council.
