Dr. P. F. Woo asked the following question :-

"The shops at No. 90 and No. 90A Yee Wo Street, ground floor, possess valid cafe licences, but they operate as general provision stores. Would the Chairman explain why their cafe licences are not cancelled since they do not operate cafes and therefore do not comply with the conditions laid down ?"

THE CHAIRMAN tabled the following written reply :-

"The two premises referred to are in fact operating as cafes, but on an extremely limited scale. They serve hot and cold drinks for consumption on the premises and have been doing so for the past two years, ever since permission was given to them to operate general provision businesses in addition to the cafe businesses for which they were originally licensed. The only breach of conditions which has occurred in each case is that the licensees have deviated from the approved plan without Council's permission; they were warned by letter on 3rd September last to rectify the position, and this is now being dealt with."

Dr. R. H. S. LEE asked the following question :—

"Has this Council any control over the manner in which animals are brought to the urban Slaughter Houses particularly where the same is a danger to the public ?"

THE CHAIRMAN tabled the following written reply

"No Sir. The control of live animals is exercised by the Director of Agriculture, Fisheries and Forestry.”

MR. H. CHEONG-LEEN:- May I ask a supplementary question to Dr. Lee's question. Has this Council maintained any liaison with the other departments concerned to bring about more effective control to safeguard the public in this connexion?

CHAIRMAN:- Yes, Sir, there has been inter-departmental discussion of this matter.

MR. H. CHEONG-LEEN :- May I also ask another supplementary question. Is that liaison still going on?

CHAIRMAN :- Yes, Sir.

MR. B. A. BERNACCHI asked the following question :

"Will the Chairman state whether consideration is being given to any scheme whereby tenants of resettlement estates and areas can purchase stamps at any time and pay their rental or permit fees by presenting a sheet or book with the necessary stamp value affixed for cancellation, and if so what steps have been taken in the matter, and whether such a proposal is possible either for Resettlement Estates and Areas alone or as part of a wider scheme."

The Chairman tabled the following written reply by the Commissioner for Resettlement :-

"A similar recommendation has already been made by the Resettlement Estates Select Committee and has been forwarded to the Government within the last few days. The members of the appropriate Select Committee will be informed as soon as a reply has been received.”

MR. BERNACCHI :- Mr. Chairman, I have one or two supplementary questions to ask and I would like to ask first when the recommendation of the Resettlement Areas Select Committee to which you referred was actually made.

MR. A. ST. G. WALTON :- Our recommendation was made at the last meeting of the Resettlement Areas Select Committee.
