The Minutes of the meeting of the Council held on 6th August, 1957, were confirmed.

PAPERS.

THE CHAIRMAN laid upon the table the following paper :—

Report on the work of the Urban Council and Urban Services Department for the month of August, 1957.

QUESTIONS.

DR. P. F. Woo asked the following question

"I have seen the first-aid equipments in some of the beaches, and I find they are in filthy condition and are unfit for use. Would the Chairman look into this matter and have these equipments replaced and ensure that they are always in good condition ?”

THE CHAIRMAN tabled the following written reply :-

"With respect I must definitely disagree with the statement at the beginning of this question. On receipt of notice of the question I instructed all first-aid kit to be brought in from every beach simultaneously and without warning for my personal inspection. The equipment was certainly not in a filthy condition, nor was it unfit for use. It will be appreciated that this kit is kept in a beach tent every day for 8 months in the year; presumably therefore the instructions and some of the materials cannot be as sterile as would be considered necessary in a surgery or operating theatre. No doubt also some detailed improvements can be devised; for instance, cotton wool and bandages might be better supplied in smaller self-contained packages. I propose therefore to consult the Medical Department on the supply and packing of these first-aid boxes.”

Dr. Woo :—I rise to ask a supplementary question. I take it, Sir, that you are not expressing an opinion as a medical man. I stated exactly what I saw on the beach. On your inspection you

would not expect to find the same conditions as we found. My question is supported by a written official complaint by an official member of St. John's.

-It does not seem to me that this is a question.

CHAIRMAN :—

It is rather a statement. I have nothing to add to what I have said. When I looked at these first-aid boxes they were in good condition and I do not think there had been any opportunity to have them cleaned out, or the contents substituted in any way.

DR. R. H. S. LEE :-I rise to ask a supplementary question to Dr. Woo's question. Would it help matters, in view of the fact that there are available sterilized dressings in small packages, if we bought these for use on the beaches. Would this answer Dr. Woo's question?

CHAIRMAN:-Yes, Sir. I have already stated in my reply that I propose to consult the Medical Department as to the packing of these boxes.

MR. A. DE O. SALES asked the following questions:-

"When Chatham Road is eventually widened to cope with traffic requirements, what plans has the Council made for the present promenade and playground?” "Does the Chairman not agree that the residents of that very populous area must not be deprived of such amenities?"

"Would the Chairman please state whether all the playgrounds formerly available on Railway land will be restored to public use?"

THE CHAIRMAN tabled the following written reply :—

"The planning of the Kowloon Point district which includes the portion of Chatham Road referred to is only in a preliminary stage and I am not in a position to give any detailed reply to the three questions asked. The member may however be assured that, whenever development plans are being prepared, the necessity to provide adequate playgrounds and open space is always given careful consideration. Any proposals which might affect existing open spaces would be referred to the appropriate Select Committee."
