DR. Woo:- I rise to ask the following supplementary question. Can this question be referred to the appropriate Select Committee?
CHAIRMAN:- I am not prepared to give a direct answer to that question today.
DR. P. F. Woo asked the following question:
"Nearly all the food stalls licensed by the Urban Council use newspaper or other kinds of waste paper to wrap up the various articles of cooked food which they sell to the public. Would the Chairman introduce some measures to stop this unhygienic practice?"
THE CHAIRMAN tabled the following written reply:—
"This practice is, unfortunately, not uncommon. There is at present no legislation requiring food sold by cooked food stalls to be hygienically wrapped and I propose to have the question considered in connexion with the current law revision. In the meantime, I shall instruct staff concerned with hawkers to endeavour to minimize the practice by giving warning of the dangers to health involved."
DR. P. F. Woo asked the following question:
"I have noticed that the majority of the five-year leased sites at South Bay have either not yet started or are just starting to erect the permanent sheds. This means owners will not be able to make use of them this season. Would the Chairman inquire into the reasons for the delay in erecting these sheds?"
THE CHAIRMAN tabled the following written reply:
“Out of 52 private shed sites on South Bay Beach for which permits were issued at the end of last year, 12 are still vacant after expiry of the 6 months allowed under Condition 2 of the permit for completion of a structure. Action has already been taken to refer the question of these vacant sites to the appropriate Select Committee. I am unable to give reasons for the delay in these cases, but it will be appreciated that an architect has to be engaged, and plans drawn up and submitted for approval before construction can start."

DR. Woo:- I rise to ask a supplementary question. Is it true that the P.W.D. takes several months to approve the plans of these huts. This was the reason given to me as the cause for the delay.
CHAIRMAN:- I don't think that I am in a position, Dr. Woo, to say how long the P.W.D. take to approve plans; nor do I think it is altogether a matter that can be raised in this Council.
MR. A. DE O. SALES asked the following question:
(a) "Will the Chairman please inform this Council why no measure of control appears to be exercised at Lai Chi Kok Beach over the numerous boats and pleasure craft that are found there?"
"Does the Chairman not think it in the interest of safety to set off with markers at Lai Chi Kok Bay an area for the exclusive use of bathers as is being done at, say, Deep Water Bay?"

THE CHAIRMAN tabled the following written reply:-
"The answer to the second part of the question is in the affirmative; this represents the decision of the Select Committee. Very great difficulties, however, have been experienced in introducing this arrangement satisfactorily at Lai Chi Kok, where the congestion caused by both bathers and pleasure craft is exceptional.
Various experiments have been made to determine the correct area to be reserved for bathers and boaters respectively, the area originally delineated for the latter being too small. Furthermore, the type of buoys used have not proved as successful at Lai Chi Kok as elsewhere. They have been misused by swimmers and boaters; many became waterlogged and partly sank and were thus not clearly visible. About two weeks ago they had to be removed for repair. They are still not fully buoyant, and new floats are being made, linked together with steel-wire, which it is hoped will more effectively prevent encroachment of boats into the bathing area.
