A list of street lighting requirements might then be prepared which would be forwarded to the Director of Public Works who would, I am sure, give this list proper consideration when the time comes for him to prepare the street lighting programme for submission to Government.

He said: As the mover of the motion has promised to be brief, I wish to assure members that I also shall be brief, be clear and be gone.
The first point in the motion is the suggestion of a survey of street lighting in the urban area. The survey is, I think, a task which the Kaifong Associations may be invited to perform, and which I think they can perform creditably without much assistance from the staff of the Urban Services Department. The Kaifong Associations are, to my mind, a bridge between the Government and the community, and the proposed survey will furnish them with an opportunity to serve both.
The second point in the motion deals with the terms of reference of the Parks, Playgrounds and Urban Amenities Select Committee, and to this the Council in Committee has already agreed.
Finally I must state that street lighting is still a question of priorities, and that quite often the work of the Public Works Department must of necessity depend in a large measure on the speed with which the electric companies on both sides of the harbour can secure their supplies for the installation of street lights.
CHAIRMAN: Gentlemen, the Official Members will not oppose this Motion. Council has recently decided that the Committee which the Proposer and Seconder have named should be invited to include these matters in its sphere of duty, and its terms of reference are shortly to be amended to remove any doubt whether that is in fact within their sphere. Mention of the survey gave rise to some misgivings. Staff are not available for any such survey.
The proposer of the motion has to some extent relieved my anxiety on that point.

MR. BERNACCHI: One point on the Motion, Mr. Chairman, and that is that I feel that the Select Committee concerned will have to ascertain from the Director of Public Works the extent to which this is a matter of priorities of his department and the extent to which it is dependent upon the electric light companies, and I feel that in due course they will have to liaise direct with the electric light companies.

CHAIRMAN: Before the adjournment there is one further matter. Members are, I think, all aware that this is the last meeting at which we shall have the pleasure of the company of Mr. Kenneth Keen and Dr. Eddie Gosano as members. Mr. Keen has served as Social Welfare Officer, and later as Director of Social Welfare, since early 1953 and has in that capacity been with us as an ex officio member since that time. Dr. Gosano, who has served since late 1950 and is thus, of all of us present today, the member with the longest service, I am sure all members will wish to join together in thanking these two members and congratulating them on their long and excellent record of service to this Council and to the Colony and, will wish to join in a most sincere expression of good wishes for all health and happiness in the future to Mr. and Mrs. Keen and Dr. and Mrs. Gosano. (Applause).

DR. GOSANO: Mr. Chairman, as Senior Unofficial Member of this Council I am glad to state that the Unofficial Members do associate themselves with your expression of appreciation of Mr. Kenneth Keen. His many years of faithful service in Hong Kong certainly warrant a hope that his retirement will be long and peaceful. (Applause).
MR. FUNG PING FAN: As the most senior unofficial member next to Dr. Gosano I would like to say a few words in support of the remarks you have just made concerning our colleague Eddie.
Eddie has resigned his seat on this Council which he has served so well for the last seven years or so, ever since he was first appointed on the 19th October, 1950.
