Council decided, after prolonged discussion and some division of opinion, not to recommend that insecticides should be sprayed from the air.
I would add that the qualified advisers were unanimous in their recommendation and that among those who advised against aerial spraying was Dr. F. J. Dy, Regional Malaria Adviser to the World Health Organization, who in his former capacity of Consulting Malariologist to the U.S. Air Force had been concerned in the development of aerial spraying technique."
MOTIONS.
THE CHAIRMAN moved the following resolution :—
"RESOLVED
(i) Under section 59 of the Urban Council Ordinance, 1955, that the persons whose names are set forth in the first column of the attached list shall be the Members of the Select Committees detailed for a period of two months ending 31st May, 1957.
(ii) Under Standing Order 22(6), that the Chairman of each Select Committee shall be as set out in column of the attached list for a period of two months ending 31st May, 1957.
(iii) Under section 60(1) of the Urban Council Ordinance, 1955, that the powers and functions of the Council as detailed in column 2 of the attached list be delegated to the Select Committees shown in column for a period of two months ending 31st May, 1957.
(iv) Under section 60(1) of the Urban Council Ordinance, 1955, that the power of the Council under section 59 of the Ordinance to change by appointment or removal the personnel of each Select Committee be delegated to that Select Committee:
Provided that each such change shall be reported to the Council at its next meeting."

He said: I rise to move the resolution standing in my name on the revised order paper. The purpose of this motion is to appoint the members and chairmen of Select Committees, and to delegate certain of the Council's powers and functions to them. The necessity for the amended motion arises, as members will be aware, from the resignation to which I referred early this afternoon, notice of which was only received last Friday. As a result of this, the names in the first column of the list attached to the amended notice of motion include not only changes in membership of Select Committees arising from what I may call the "normal" changes in membership of the Council which took effect on the 1st April this year, but also last minute changes arising from Mr. Bernacchi's resignation.
All these changes have been made after consultation with the members concerned, and I trust that they will be acceptable to all parties.
It is obvious, however, that with an extraordinary election impending and unlikely to be held before the middle of May at the earliest, and in view of the brief interval of time between the receipt of the notice of resignation in question and today's meeting, it could not have been possible to re-constitute these committees for the usual period of six months in a satisfactory manner to all parties. It is therefore proposed in the amended motion that the Select Committees be constituted for a period of two months only. By this time another member will have been elected, and further discussions will have taken place regarding any consequential adjustments in membership which may then seem to be appropriate.
Finally, if I may be permitted to end on a personal note, I would like to express my appreciation for the co-operation extended by all those members with whom these changes have been discussed, not only during the past few weeks, but also very recently as a result of the unforeseen circumstances which have just arisen.
