Washington, Nov. 30, The United States ministration today sent Congress a bill to establish civilian defence administrator at top level with unparalleled powers in the event of an enemy air attack.

It would assign all civil defence to a civil administrator responsible only to the Pre- sident.

The administrator would have power, in advance of any enemy attack, to grant Federal money for the States to co- ordinate the common defence activities of such government départments and agencies as the Department of Defence and Atomic Energy Commission and establish a United States civil defence corps.-Reuter.
