The Council of Europe, which was conceived way to European unity, still may be. But today it has be- come a sounding board for Europe's disunity on many issues, including defence.

The Consultative Assembly of the Council of

Europe convenes at Strasbourg, Alsace, on Satur- STORMS day to complete its 1950 sitting which was divided

into two parts this year. The word "consulta-

tive" is the key to problems which beset the BATTER

Assembly.

It can only talk and recommend to European N. AMERICA

member governments. And to date governments have been inclined to turn a deaf ear to the Assembly's recommendations.
