The Hague, May 22.--Two errors of judgment by the pilot caused the crash of the Dutch Constel lation aircraft at Bombay on July 12 last year, in which 13 leading American journalists died, the Dutch Aviation Council announced today.

The aircraft, of the Royal Dutch Airlines, was piloted by Captain M. Van Der Vaart, 33. It crashed on a hill near Bombay's Santa Cruz Air- port, killing all aboard-11 members of the crew And 33 passengers.
