New York, Apr. 27. Former President Herbert Hoover proposed tonight that the West- ern nations unite against Russia by closing the doors of the United Nations to Communist coun- tries, or by forming a new united front of all freedom loving peoples.

Mr Hoover said the Western nations have been sipping "illogical cocktails mixed by ghosts of his- tory" long enough.
