Only Ave artic'es remained unsettled, he said, but since November the conclusion of a treaty had been prevented by the Soviet retusal' to discuss Article 48. This covers the So- viot claim for services and sup piles rendered to the Austrians nt beginning of the occupation. The Minister was also asked further at he would mako protest to the Allied Commie- sion in Vienna against the kid- napping of 750 Austrian mab- Jects
