JERUSALEM IMPASSE:

Israel Blames United Nations

Geneva, Feb. 20.-Mr A. S. Eban, representa- tive of Israel, today blamed the failure of the United Nations to carry out its responsibilities towards Jerusalem as being one of the main causes for the present situation in the Holy City.

Mr Eban was addressing the Trusteeship Council, which today resumed discussions on the statute for Jerusalem.
