Soviet Strategy In Far East

THE

THE most recent Soviet contribution to the confused issues in the Far East is the demand, formally expressed, that Emperor Hirohito be tried A B "war criminal."

This particular move in a context of nerves should not be divorced from the other moves that are being made, nor should it be taken too seriously. It may be taken for granted that the Kremlin does not for one moment seriously think there is a chance in a millon of the Emperor being so tried. The formality of making such a proposal, and the linking of it up with the recent trials of Japanese charged with making preparations for germ warfare, ia totally unrealistic and Moscow knows it. Thus the purpose of the request for Hirohito's trial is certainly not to achieve that end but simply to add one more element to the confusion that surrounds Far Eastern problems. There have been other Soviet actions all designed for the same purpose. Russian recognition of Ho Chi-minh in Indo-China, the United Nations boycott over the Issue of Chinese representation, the walk-out of the Soviet representative in the Tokyo talka, the calling of Mao Tse-tung and Chou En-lal to Moscow, all these are part of a master plan to keep the Western democracies off balance. The obvious Soviet strategy la to obtain preoccupation with minor maliers so that major issues may possibly I be overlooked. States, to offer recognition to the Bao Dai regime is a welcome sign of a closing of ranks, for while slavish unanimity of action is not necessary, It is desirable that Anglo-American policies in the Far East should be as unifled as possible.
