High, Wycombe, Jan. 18.--Sir Stafford Cripps, Chancellor of the Exchequer, declared here today that "Conservatism was the death war- rant of democracy” in an election speech in which he also charged the Communists with "sabotage" of Britain's recovery efforts.
He told a public meeting here that democracy could not survive
indeed unless it adapted itself. It would disappear-"as
most unfor- timately it had already done in a number of countries," he asserted.
Observing that not many countries in the world had made a success of a Socialist democracy, he added, "There is therefore a tendency to swing either to a capitalist democracy which may well be a precursor of Fascist, or to totalitarian Left-wing forms such as Communism."
He urged, "it is up to us to make certain that we live up to the hopes ami expectations of those people throughout the world who want to avoid the extremes of totalitarianism by encouraging a strong and sane democracy.”

It is, unfortunately, only too typi. ent an example of how certain individuals In Hongkong will take advantage of situation and exploit it for their own selfish ends. And there are also, the people responsible for the undoubted shortage of small money at present in circulation. For reasons best known to themselves - They are hoarding the paper notes and subsidiary coins, thereby pre- venting free and fair circulation. The Treasury cannot be blamed.
Sustained
efforts have been made during the past two years to keep the small money market well supplied, but these endeavours are constantly being thwarted through "cornering" and hoarding activities which today have left the Colony without anything like a sufficient circulation of small money. *Government, il can be ussumed, is well aware of these activities, but their prevention seems to be im possible. And the Treasury, in turn, as the source of supply, has to watch care- fully its ability to meet the ever-grawing demand for subsidiary notes and coins. This Is especially so at the moment because Chinese New Year lies ahead-# period when small denomination money is An absolute necessity. It is possible, therefore, that the Treasury has found it necessary to restrict its output of smull monetary tokens in order to guarantee that there will be a sufllciency to meet.
