FINNS REPLY TO SOVIET DEMAND FOR EXTRADITION

Helsinki, Jan. 17.—The Finnish Government today formulated its reply to the Soviet Govern- ment incmorandum demanding the extradition of 300 war criminals in accordance with the peace treaty. Finland's reply is to leave by special courier for Moscow tomorrow and will be handed to the Russian Government by Finland's Minister in Moscow, Mr Cay Sundstroem, on Saturday.
