POOR REFEREEING & ROUGH PLAY IN ENGLISH FOOTBALL
By Vernon Morgan
London, Dec. 20.—The spotlight on sport this week is on soccer referees with a three-point statement by the Footbal Association and further complaints about the rough play in League soccer today.
The three-point statement by the Football Association told referees that, firstly, they are penalising the player who accidentally hits the ball with his arm or his hand; secondly, they are ignoring the rule that a goal-keeper may be charged if holding the ball inside the goal area; and thirdly, that they are failing to deal with deliberate time wasting under the heading of ungentlemanly conduct./
One of the first complaints about rough play was made by the English cap- tain, Billy Wright, who told official referees and players in an address at Wor- takes cester that "there is too much underhand work on the field." "Too much

Perturbs Doping Scare
Racing Authorities
What are the racing authorities doing about the doping scare?. That is a question which is perturbing Britain's racing world, and trainers in particular.
As one trainer put it to James Park: "I take every reasonable precaution against burglary. But it would be a nice thing if my house was burgled and I got six months for allowing it. That is the position I am in if one of my horses iş found to have been doped.”
That is not how the Jockey Club and National Hunt Committee look at it. They say the trainer is the only person they can hold responsible, and he must take all precautions. They do things better in the USA. They also have had their doping scandals, and Pinkerton's Detective Agency was called in.
Pinkerton's men have now taken charge and are held re- sponsible. That is not possible In England. In the USA the horses are all stibled in race- course stables. In England they are sometimes stabled in yards
near the racecoursC.
Trainers think the authorities should eci. The Jockey Club own police
