For The Church Mouse And Others

The traditional "church mouse" had company recently at Holy Trinity Church, Hereford, when hundreds of pets, ranging from white mice to white horses, were brought to the annual pets' service organised by the Vicar, the Rev. L. J. B. Snell, secretary of the Hereford RSPCA. Owners of the animals assembled at the vicarage and walked in procession to the church. In photo, pet pontes belonging to young

The question la whether the use of those particular words by Mr Vyshinsky indicated a change of atomle policy on the part of the Russians, Just

As the omission of reference to the Berlin currency question in a Stalin interview was subsequently discovered to have been significant and intentional. In bla speech before the General Assembly, Mr Vyshinsky gave notice' of a Russian resolution asking for a Big Five pact to guarantee peace. In that draft resolution, he asked for the immediate outlawry of atomic bomb warfure. . He also asked for "the establishment of an adequate and rigid international control", over atomic

energy. It is thésa words, "rigid "International control," that are Intriguing certain Western diplomats;

· especially as it is known ikat Russia will bring up next week new proposals for armaments control, including control of atomic bombu. For three years Soylet Russia, has stood out ngainst the Baruch Plan proposals-of which International Inspection and control of atomic produc tion was the main feature-on the ground, that such inspection would amount to an' lafringement of her national sovereignty,

to

Some say that there is nothing new in the latest Rusalan proposal, and that it is merely a play on words. Others say that in view of Soviet Russin's possession of the atomic bomb, the declaration in favour of "rigid international control" muy mean a leaning towards the Baruch Plan. The Russian Deputy Foreign Minister announced, last week that his delegation will have something fresh to to the General Assembly, this propose week. A few delegates have, even gone so far as to suggest that the new pro. posals will be "sensational," while others -the majority-say that this is not possible. The certain fact is that the nations represented at Lake Success are all waiting expectantly, to learn just what. the Russians mean by "rigid international control." If they mean just, the same old thing, the move will not advance the issue anywhere. Mr Vyshinsky hus again' and again pleaded for the destruction of atomic bombs, only to relapse into ambiguities when asked to say how. In the same way, in the old days of Geneva, Mir Litvinov used to recommend total 'disarmament, thereby acquiring among the innocent a reputation for being a champlon of peace in a world of incorri- gible aggressora. As, however, he In- variably became evasive when he was asked to specify to what measure of inspection and control the Soviet Government would submit, his proposals came to seem no more than an invitation, as. Sonar. Do. Madariaga once put it, to join a bear in a loving hug.
