Hundreds of bewildered and angry British tourists besieged banks and travel agencies in Belgium, Switzerland, France and Italy today with travellers' cheques that had lost a third of their value overnight. But the banks were closed while the governments debated their reaction to Britain's sterling devaluation, and the travel agencies could not help.
