King Leopold, who has been living in Switzerland". since his release from the Germans after the war, is sup. ported in his desire to return to the Chrono by the Catholics. He is opposed, bitterly, by the Socialists, and, less adamantly, by the Liberala, The Catholics are the biggest-party in Belgium, with the Socialists the second largest. There have been numerous attempts since the war to reach an agreement on the ques- tion of the King's return, but all have failed. The three partles have even been unable to agree on a method of testing publle opinion. A referendum through- out the country to see if the King still has the support of the people has been proposed, but here again, the three "parties are unable to find agreement. The Catholics demand that simple majority'in favour of the King should authorise Parliament, to invite him to return to the throne. The Socialists are against a referendum altogether. They say that it would threaten

intensify Belgium's unity and differences which already exist bc- tween the parties. But they might reluctantly agree to a referendum if it was agreed that nothing short of a two- thirda majority would be counted in the The Liberals say that King's favour. the question of the King's return should be put to a Parliamentary vote if the referendum discloses that 55 percent of the people are in favour. The King himself suggested last

year that a majority referendum should be regarded an effective. Recently, however, he sold that the referendum should be held solely to determine public opinion. The nctual decision should be left to Parla- menį, He flatly rejected the Socialist proposal that he should have to obtain a two-thirds majority. Announcing this he said "If I thought that fi resuming my prerogatives I would not be rendering a service to my country, I would abdicate in favour of my son and heir." This question of abdication is one which has been frequently raised, and there fo a large body of opinion which feels that if the King offered to abdicate' if the referendum were not In his favour,, tho' problem would be a fat nearer solution. Such an offer on the King's part, it is believed, would greatly add to Belgium's chances of stability. The opposition to King Leopold is largely personal, and it arises from his conduct at the time of the Belgian capitulation. On the whole the Belgian people, are still in favour of the monarchical system and they have accepted Leopold's brother na Regent for Hoveral years. If the King was to offer to abdicate, they would probably agree to the necession of his son, now. eighteen, and the crisis, would be over.
