London, June 25.—-—England's first-day declaration in the Test Match against New Zealand at Lord's yesterday was "not in the rules," according to a statement issued at Lord's today,
But because the New Zealand captain, W. A. Hadlec, and the umpires Recepied the declaration, the match is likely to continue tomorrow without in- terruption.
The following statement was issued by Major Aird, Assistant Secretary of Lord's Cricket Ground today:
The question has ari en as to the correctness or otherwise of the declaration on the first day of the Second Test Match now in progress.
"Law XV does not provide for a declaration on the first day of a three-day match, and special instructions to umpires in 1949 state that the ex- perimental rule allowing a declaration in other first class matches after 800: runs have been scored does not apply to Test matches.
'Either the New Zealand captain or the um- pires would, therefore, have been justified in refus- ing to accept the declaration at the time it was made,
