Mao Tse-Tung's Declaration

Mao Tse-tung's statement on Sun-

Mday to the newly-formed multi-party.

Political Consultation Conference - makes ́a happy contrast to some of the Chinese Communist propaganda which has been coming from Polping Hadio 'during the past month. It is realistic (vio red as coming from the leader of a political and milliary party that has virtually gained control of China), and amenable (from the viewpoint of third power nationals whose fivelihood is in China.); For Britons the speech holds especial interest, because Britain has been one of the first great foreign Powers to indicate.n line of polley, regarding the Chinese Com munists This policy was enunciated firstly by Mr Beyin in the House of Commons, and reiterated by Mr Alexander while he was in Hongkong. In brief it is that Britain' desires, friendly relations with whatever recognised Government. of Chinn la In power and that Britain will do all she can to promote that friendship, at the same time requiring respect for the Integrity of British intereste In the Far East. Nothing that Mao Tse-tung ald on Sunday conficie with this attitude. On the contrary, though using different words, the Chinese Communist Tender expressed similar sentiments. “Wo.... 'are willing," he said, "to establish diplomatic relations, with any foreign country, on a basis of equality and mutual benefit and mutual respect of govereignly and territorial integrity, provided that country is willing to sover its relations with the Chinese reactionaries, would not give further assistance to Chinceo reactionaries, and would adopt a true and not falas attitude towards the people of Chinn." There is no lack of common ground) between this declaration and "the tatement of polley. Britain has

Indicated that she is prepared to recog nis) the established Government of Chinn,. no matter what its political complexion, and this assurance guarantees that it will have no truck with anything less than that recognised Government, whether composed of "reactionärles," or any other type of minority, party. The fact that Mao Tse-tung has frankly expressed a general line of diplomatic policy so akin to that previously announced by Britain should make contact between the British Government and the Chinese People's Democratic Republic, when it officially comes into existence, easy and mutually beneficial. In the meantime, there are purely local problems which call for help- ful action. In Shanghai, Labour appears to have taken the bit between the teeth and is becoming a threat to the big Chinese and foreign business houses upon which the city's economy is founded. The British Consul-General touched on the subject in an exemplary speech to the Shanghal General Chamber of Commerce on Sunday when he said, "We are willing to com form cheerfully with plans to satisfy all natural aspirations for better and fuller. conditions of living, but there are limita- tions imposed by economic laws. We feel ours that the Chinese Communist -administratora of Shanghal, who up to the present have shown Elfay have both, feet well on the ground, will agree with the commonsense of this sentiment...For not only are foreign firms 'affoċted: excessive Labour demands are also being made on Chinees concerns, and there must be, if the Communist administration is to succeed in Shanghai, recognition of basic. economic laws which, was the Brilish Consul General, indicated, cannot permit the killing of the loose that lays the golden egg.

Planned Parenthood Proposed

Urging that the local authori- ties should be allowed to ex- tablish birth control clinics as such, the Commission says that,, though contraception is wide- spread at present, .a. “formid- able amount of harm" is caused through faulty knowledge.

This is reflected in the pro- valcifce of criminal abortion, which is so widespread as to constitute a grave soolal evil,
