London, Apr. 28-The agreement to es- tablish an International Authority for the Ruhr was signed at the Foreign Office here today. The Foreign Secretary, Mr Ernest Bevin, signed for Britain, M. Rene Massigli, the French Ambassador, for France, and Mr Julius Holmes, the American Minister in London, for the United States.
