Trail Of Ice-Cream Wrappers Leads To Children's Arrest

Chatham, Kent, Mar. 22.-Two detectives fol. lowed a trail of ice-cream wrappers and nutshells for more than a quarter of a mile through the streets of Chatham, It led them to two boys, aged nine and 10 and their 12-year-old sister, who were accused at a juvenile court here today of breaking into two shops and stealing: 150 cartons of ice cream, 20 boxes of sweets, 11 pounds of peaches, 10 pounds of plums, 28 pounds of oranges, 10 pounds of apples and 10 pounds of nuts, 10 toy pistols, a toy drum, three brooches, four rubber balls, a toy car, nine toy watches, a top circus ring, aree toy farm wagons, nine boxes of toy soldier, four boxes of crackers and a toy mouse. They also admitted that they had done £38 worth of damage to a piano, a car and a desk.

The im pression is that retirement at 45 is intended to facilitate, the removal of "deadwood" from Government adminis- trations, but there appears to be a danger of the scheme, operating in reverse and permitting some of the best brains to be loat to the public at a time when they Are must needed. career of public service is such that it strikes the ordinary man in the street as being fantastic that he should feel it expedient to throw it up at this moment.. His retirement means not only a loss to the community of Hongkong but to the whole colonial administrative service, and every endeavour should be made to persunde Mr MacDougall to change his mind and continue to devole his talents to the interests of the public which he' has served so splendidly for 20 years. There is no doubt that the petition will be fully and spontaneously supported, and it will, in some measure, indicate the affection in which Mr MacDougall is held by the commonly of Hongkong. That alone should convince the Colonial Office of the urgent desirability of retaining, as long as possible, the services of our Colonial Secretary, for public confidence
