Rigorous Austerity Still The Keynote

London, Dec. 20.-Britain will probably do without 25 percent of her Marshall aid next year, but will still face the world with a £100 million credit balance in 1952-53. This is the overall meaning of the Government's four-year recovery plan under Marshall Ald, published today.
