U.S. AID STATE DEPT.

Advice Awaited

Washington, Nov. 9.––Repre- | sentative Sol Bloom, who will regain the chairmanship of the House Foreign Committee in the next Congress na n result of the Democratic Party election victory, today told the United Press, in an interview that ho will follow the advice of the State Department as to what nid should be extended to China next year.

He showed no inclination for the Congress itself to take leadership and Insist on larger funds being provided to China' either for rehabl- ltation or military defence as come percons have urged.

+

H attitude did not exclude greni help for the Chinese, however, if the State Department aliould ask for it.

SITUATION UNCHANGED

Rep. Bloom sald, "The situation In China has not changed since Secre- Jary of Sate Mr George Marshall #unde a confidential report to the committee last year. I fully trust Mr Marshall's views on China and will abide by his decisions in respect to financial or mlilters old."

• Some outspoken friends of China in the House had expressed the hope prior to last week's election that a majorly could be mustered in the Congress to extend large scale ald to President Chinng's forces regardless of the size of the State Department requests.

Rep. Bloom'a altitude in the in- terview, however, indicated thut it fuch action is to be taken in the next session it would have to be tione outside his commilice and without its sanction. He said that Mr Marshall asked for a large amount for China old the commit- tee probably would approve his re- quest but that otherwise "I am go- ing to go along with whatever he wants."

INTO WRONG HANDS

Rep. Bloom raid. "In my view China must frat convince the world that it hus n government that can

adjust itself to handle large-scale assistance. I believe in sending heln to her but I want to be sure that It will be rdministered so that tha Chinese people will receive the benefits. Too much of the ald we dave rent to her has been fol'Ins Into the wrong hands and nothing has been done to correct the evils of control of the military in Chinn.".

YUGOSLAV DELEGATE'S TACTICS

!

Political Paris, Nov. 9 The United Nations Committee, in the longest and most arduous debate of the present Assembly, today got through four para- graphs of a 12-paragraph resolution calling on Yugo-` slavia, Albania and Bulgaria to stop helping the Markos forces in Greece.

Today, as in the past two days of the three-week debalo, was characterised by resolute Alibuster- ing by Dr Bebler, Yugoslav Deputy Foreign Minister..

Dr Bebler, aided by the delegates |- of the other Ave Eastern countries, spoke in grent detail and on every occasion during the article by arti cle discussion.

He asked whenever possible for in roll-call vote—which fakes ten minutes—instend of a simple show of hutida and although abstaining from each vote himself, Insisted that each sub-paragraph be voted separately.

ACID EXCHANGES

The United States delegate, · Mr John Fosier Dulles, described as "Allbustering" and "obstructionist tactics" his efforts to delay the debate in introducing subsidiary proposals, such as one to show a film on Greek refugee children.

At the end of today's debate, which was continually punctured by acid exchanges between Dr Bebler and the Chairman, M. Paul Henri Sonak. The Committee decided to limit further speeches on the re- soution-which was proposed by the Western Powers and Chinu-to ten minutes.

A Dominican proposal to expel Yugoslavia from the United Nations did not come up for debate since

the Lebanese amendment, on which it depended, was rejected.
