Three Principal Objectives

London, Oct. 14.-In secret talks behind the scenes of the Premiers' Conference, British Common- wealth leaders have launched a drive to form a powerful "balancing force" against Communism.' They aim at stretching their influence from Europe It would be a through Africa to the Far East.
