Tripartite West Cycling Across Continent

German Military Govt. Planned

Frankfurt, Oct. 5.-The outlines of an Ameri- can plan for making the West German Military Government tripartite from top to bottom while drastically reducing its side and scope were disclosed by American sources here today.

The plan would abolish the United States, British and French Zones for all but garrisoning. purposes, and confine Allied executive intervention in German affairs to the centre.

It would give considerable relief to the Allied tax- payer by reducing staffs. The scheme would also give the Germans most of the things they hope for from the "occupation statute" which is to define the division of powers between a future German Government and the occupation authorities.
