SECURITY COUNCIL MEETING IN STATE OF UNCERTAINTY

What Can It Do About The Berlin Dispute?

Paris, Oct. 3.-The Berlin crisis comes before

the Security Council tomorrow afternoon, with dip- lomatic experts still puzzled by what the United Nations can do about it.

The Soviets are certain to put up a stiff fight in the Council, at least in the procedural stage, but reliable sources think they may make an offer taking in:

1. Unification of Germany. 2.

Withdrawal of all occupation troops from Germany by a specified date.

a

Informed quarters, however, do not rule out chance of the Russian delegation walking out of the Council as it did in the Iran case in 1946.

In a letter to the Bolton (Lan-

the wshire) municipal authorities, Home Office stated that "somo con siderable time" must elapse before the local authorities can be per mitted to proceed with the demo- lition of air raid shelters on an extensive scale.

The letter was sent in reply to representations made by the Dolton Health Committee

which has ap- plied for permission to demolish all the town's large public shelters.

At Hull, Yorkshire, the demoli- tion of surface shelters was stated to have been stopped on a Govern- ment order; no reason being given _by_the_Department_concerned,

The three Western delegates are

then expected to argue that there is a real threat to peace and that, therefore, under the terms of the Charter, the Counell is obliged to deal with the issue.

A vote will be taken, which is expected to be at least nine to two, in favour of adopting the agenda, This vote is procedural and not subject to the volo.

Diplomatic circles are finding it hard to estimate what exactly the Council can do,
