RED WAR MEMORIAL IN BERLIN-Despite the "protection" of a tank and anti-aircraft guns, the Russian War Memorial in the British sector of Berlin is succumbing to the clements. The structure, located next to the ruins of the. Reichstag building, is said to have faulty, foundations. It was here that anti- Communist Germans recently held a demonstration, and one German youth was

shot dead by Soviet police.
