Washington, Sept. 8.-Secretary George Marshall today (Wednesday) set forth a policy of firm resistance to Communist disorders in Berlin and obliquely pointed a finger at Soviet agents. Nanking, Sept. 9.--The Chinese Government to- day accepted an ECA plan to distribute fertilizer under the American aid programme at a meeting between the ECA Director in China, Mr Roger D. Lapham, and Premier Wong Wen-hao and other members of the agency, representing the two governments.

The plan calls for abandonment of negotiations to barter fertilizer for rice and the allocation of 100,000 metric tons of fertilizers as follows: 40,000 tons will be sold mainly through private commercial channels: 10,000 will be available for the Rural Reconstruction Commission and 50,000 will be tentatively reserved by the Office of Emergency Food Procurement as a bargaining basis for the purchase of rice from Taiwan.
