Washington, Sept. 8.-Secretary George Marshall today (Wednesday) set forth a policy of firm resistance to Communist disorders in Berlin and obliquely pointed a finger at Soviet agents. Mr Marshall told a news conference the dis- orders have been touched off by Communists inside and outside of Germany. Nanking, Sept. 9.--The Chinese Government to- day accepted an ECA plan to distribute fertilizer under the American aid programme at a meeting between the ECA Director in China, Mr Roger D. Lapham, and Premier Wong Wen-hao and other members of the agency, representing the two governments.
