Big Four Talks Break Down Russians Arrest, Then Release

on Berlin

Berlin, Sept. 7.-The Big Four talks apparently ended in disagreement tonight as Russian soldiers with tommyguns and German policemen threw, an impassable cordon around the rlot-ridden City Hall.

The four Supreme Commanders, General Lucius Clay (USA), General Sir Brian Robertson (Britain), General Pierre Koenig (France) and Marshal Vassily Sokolovaky (Russia) ended the longest of their seven meetings to. night with a statement that there would be no meeting to-

morrow.

The generals were in session from 4.04 p.m. until 9.55 p.m., except for a brief dinner break at 7 p.m. There were no official announcements on the talks, but officials hinted the four chiefs hind been unable to agree on details for the proposed lifting of the Berlin blockade, Those officials reported no further meetings would be held, at least until the Four Governors had reported to their governments and received new instructions.
